Starting your Health & Safety System
If you are ready to start developing a Health & Safety system in your workplace now, here are some steps you can take to get started right away:
 

1.  Your Legal Obligations
“Due Diligence” is a term used to describe a legal concept used against charges laid under the Occupational Health and Safety Act and Regulations. It involves the following elements:

 
  • Understanding the potential risk and hazards in the workplace through
        a workplace Health and Safety Analysis
  • Having a posted Health and Safety Policy AND a program to implement
        and monitor
  • The program must address the specific risks and hazards of your workplace
  • Documenting training required and completed; keeping up-to-date records
  • Ensuring safety policies and procedures are consistently enforced
        [though a discipline process]
  • All supervisors must be “competent” as defined in the OH&SA
 
 

2. Your Values Shared in a Health & Safety Policy Statement and Program
A policy statement tells of your commitment to workplace health and safety, including the company’s desire to provide a safe environment, complying with the law and outlining responsibilities for the employer, supervisors and workers.

The program explains the who, what, when, where and how you will implement the values stated in your Health & Safety Policy. If this seems daunting, contact us and one of our specialists can help.

 

3. Building Your Health & Safety Partnerships
Begin with the concept of the Internal Responsibility System, a set of interlocking duties and responsibilities for employers, supervisors and workers.

Examine the requirements your firm has under the Occupational Heath and Safety Act and Regulations.

If you have five or more employees, you are impacted by the Act:

 
  • 1 – 5 : No legislated requirements for a Health and Safety Representative
        or Committee
  • 6 – 19: One Health and Safety Representative elected from among workers
  • 20 – 49: A Joint Health and Safety Committee with a minimum of
        two members; half the committee must be represented by workers elected
        by workers
  • 50 + : A Joint Health and Safety Committee with a minimum of four members;
        half the committee must be represented by workers elected by workers
 
Further, the Act requires at least two members of the committee become “Certified”, one workers and one management representative.

4. Providing Health & Safety Training
  • New Employee Orientation
  • Safe work practices for each job
  • Workplace Hazardous Materials Information Systems (WHMIS) Training
  • Health and Safety Certification Training
  • Emergency Response: First Aid and Fire Evacuation Training
 
 
5. Developing Accident Prevention Strategies
RAC – Recognize, Assess and Control obvious hazards
  • Inspect your workplace on a regular basis
  • Investigate all accidents and Illness
  • Investigate Incidents
  • Using the assistance of a JHSC or Health and Safety Representative
 
 
6. Maintaining Your Health & Safety System
To keep up with your changing workplace you need to make sure your health and safety system is kept up-to-date, especially in the areas of:
 
First Aid:
  • Are enough people trained?
  • Is the training up-to-date?
  • Do employees know who is trained and where to reach them?
  • Are first aid kits regularly inspected and re-filled (as applicable)?
 
Emergency Evacuation:
  • Do employees know how to use fire extinguishers?
  • Are emergency numbers posted in many obvious places?
  • Are emergency numbers up to date?
  • Are employees trained in evacuation?
  • Does everyone know where to meet safely away from danger?
  • Are responsibilities assigned?
  • When was the last time you had a drill?
 
Signage and Information:
  • Do you have required posters in place?
  • Are documents related to hazardous materials available? [MSDS,
        Hazardous Materials Inventory, etc.]
  • Are documents available to the JHSC or Safety Rep? [ Accident/Incident
        Reports, Investigation Reports, Inspection records, Training records]
 
Planning:
  • Do you have a monthly plan for safety-related activities
